GENERAL FUNCTION:

Responsible for driving the effective implementation of the Enterprise Risk Management (ERM) Framework by leading the design, development and administration of enterprise risk programs for the Bancorp. Drive accountability within the lines of business to ensure that enterprise risk management programs are implemented in a manner that is consistent with enterprise risk management standards and adds value to the business in managing their risks. Provide leadership to assigned risk management staff and ensure processes and practices related to the ERM framework are consistent and scalable with all lines of business. Work directly with the Chief Operational Risk Officer, Enterprise Risk Directors, and Business Controls Directors to facilitate change related to line of business risk and control processes where needed.

Responsible and accountable for risk by openly exchanging ideas and opinions, elevating concerns, and personally following policies and procedures as defined. Accountable for always doing the right thing for customers and colleagues, and ensures that actions and behaviors drive a positive customer experience. While operating within the Bank's risk appetite, achieves results by consistently identifying, assessing, managing, monitoring, and reporting risks of all types.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversee the Development, design and Administration of the Enterprise risk programs within the second line of defense, including: Key risk indicators, risk and control Self-assessments, business Change risk Assessment and operational losses, that align with and implement the Enterprise risk management framework, including methodologies and tools that are automated and integrated wherever possible. lead system design and implementations to Support Program oversight.
  • Leads in the Development of communication plans and Education programs that promote an understanding of risks, risk culture and risk management, including guidelines and Minimum standards for programs.
  • Oversee the implementation of programs to ensure and allow effective management of overall process/control health on an ongoing basis. Oversee the integration of risk assessments and supporting data to aggregate and prioritize risks across the enterprise.
  • Provide governance and standards related to ERM programs, including standard oversight reporting, to drive accountability for Program detail within the first line of defense.
  • Lead quality control Review and evaluation of compliance with program standards.
  • Maintain documentation of ERM programs and procedures.
  • Research and Communicate industry trends and emerging risks relating to operational risk programs, including operational breakdowns occurring within the financial services industry, new Regulatory guidance, and new tools and methodologies for managing these risks.

Drive second line of defense detail and reporting for oversight of the implementation of Key Enterprise risk programs, including dashboards and reporting to senior and Executive management.

  • Provides independent oversight and challenge to loss Reviews (actual and near miss) and Ensures proper Controls are in place to minimize future exposure.
  • Provides oversight and Monitoring of loss event aggregation and reporting.
  • Prepares data and May report out on operational losses to management, risk Committees, regulators and loss data consortium.
  • Oversees Program documentation ensuring roles and responsibilities are clearly defined and that periodic Program Reviews are completed.
  • Provides oversight and credible challenge on risk appetite and/or BCRA/RAD requirement decisions made by the 1st LOD.
  • Oversees the validation of identified risks and Controls, and Provides operational risk expertise to identify additional risks and recommended controls.
  • Escalates initiatives to EPMO Tier 3.
  • Provides reporting to the Operational Risk Committee (ORC).
  • Provides independent oversight and challenge during the RCSA process and of RCSA outputs (i.e. risk ratings).
  • Continually evaluate Enterprise risk Program design and consider Program enhancements based on Regulatory changes.

SUPERVISORY RESPONSIBILITIES:

Responsible for providing employees with timely, candid and constructive performance feedback; developing employees to their fullest potential and provide challenging opportunities that enhance employee career growth; developing the appropriate e talent pool to ensure adequate bench strength and succession planning; recognizing and rewarding employees for accomplishments.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Bachelor's degree in management, finance, economics, related field or equivalent experience, advanced degree preferred.
  • 7 years proven risk management/analytics experience, or equivalent.
  • 2 years management experience.
  • Strong knowledge and understanding of operational risk functions for targeted Lines of business.
  • Requires broad knowledge of banking products, services and operations.
  • Understanding of the core elements of an effective risk management Program including RCSA (risk control Self Assessment) and Key risk indicators and Key control indicators desired. strong intellectual curiosity with the Ability to develop strategies and tactics to Manage risk. Excellent communication and influencing skills to successfully challenge line of business management to achieve effective control frameworks.
  • Well-developed interpersonal, organizational, analytical, problem-solving, negotiation, project management and verbal and written communication skills.
  • Proven Ability to partner with senior management within the line of business to influence and align colleagues and stakeholders.
  • Excellent organizational, project management and multi-tasking skills with Demonstrated Ability to Manage expectations and deliver results.
  • Proficiency in Word, Excel, Outlook, power point and similar software. experience with industry standard GRC (governance, risk, compliance) software a plus.
